1978 election of new president stamp was overprinted with the date 1978.09.07 for the 1978 new constitution. This stamp was only issued on a cancelled commemorative cover. The stamp never issued uncancelled. This cover has the stamp on it but not cancelled. This stamp was only issued on First Day Cover. Very Scarce to find
